Each round comprises four phases: the Stock Exchange phase, the Action phase, the Resolution of the Turn phase, and End of Turn phase.[1] During the Action phase, players take turns in clockwise order, beginning with the first player.[1]
To take a turn during the Action phase:
1. Choose an action from the available area of the Art Nouveau board or from one of the four actions on the Brussels board.[1]
2. If choosing an action on the Art Nouveau board, play an Assistant pawn and place a bid in Belgian francs (BF) to participate in an auction.[2]
3. If performing a specific Brussels board action, follow its specific rules:
* **Sale Action**: Move the Workshop cursor horizontally and/or vertically a number of spaces equal to the total number of works held in front of you;[3] choose a Work of Art tile whose color is different from the two visible in the shop;[3] receive the money and VPs indicated by the cursor's dot; and place the sold tile in the store.[3]
* **Royal Theater Action**: Choose a Public Figure card from the four on display, paying the required BF (the first is free, others cost 1, 2, or 3 BF);[4] either discard the card or keep it rotated 90° clockwise to use its effect;[4] and shift the remaining cards in the display to the right.[4]
* **Materials Action**: Take two noble materials of your choice (wood, stone, and/or iron), provided they are available in the general supply.[4]
* **Grand Plaza Action**: Activate upright Public Figure cards from those in front of you, up to a number determined by your influence on the Royal Palace track, and rotate them 90° clockwise.[5]
4. A player may pass if they cannot or do not want to perform an action.[5] The first player to pass takes the current year's Exhibition tile and receives specific BF income;[5] other players continue playing until they also pass.[5]
