To set up the game, follow these steps:
1. Each player chooses a Faction to play and takes the corresponding number of Unit Cubes, Battle Dice, and Faction Cards.[1]
2. Populate the Areas on the map with Units matching the colored squares printed in the corner of that Area.[1]
3. Place a British Control Flag on Delaware, Nova Scotia, and Quebec.[1]
4. Place an American Control Flag on Rhode Island and Connecticut.[1]
5. Separate out your Faction Cards numbered 01-12 (cards above 12 are used in the Siege of Quebec scenario).[1]
6. Shuffle these cards to form your Draw Deck.[1]
7. Draw a starting hand of three cards.[1]
8. Place the 4 Turn Cubes (blank-sided dice) in the Draw Bag and draw one at random.[1]
9. The Faction whose cube is drawn and the other Faction on the same Side each place 4 Units of their color in any Areas where their Side has Units.[1]
10. Then the opposing Side does the same.[1]
