With the exception of Turn 6 (The Debates) and Turn 9 (Election Day), a turn follows this sequence of play: [1]
1. Initiative Phase: Both players draw new cards (6 cards in turns 1-5; 7 cards in turns 7-8).[1] An Initiative Check is made to determine who chooses the start player for the turn.[1] The chosen start player plays first during each Activity Phase of that turn.[1]
2. Five Activity Phases: In each phase, both players play and resolve a single card, beginning with the start player.[2] During these phases, players have several options: [2]
* Play a Card as an Event: The event text is read and resolved; the card is then removed from the game (unless it is a Persistent Event).[2][3] Players may spend 2 momentum markers to prevent an opponent from triggering the event on the card.[3]
* Play a Card for Campaign Points: A player can split the card's CP freely between Increasing State Support (adding state support cubes to states in the currently occupied region) and Moving The Candidate Token (moving the token across regional boundaries).[3] The player performs one support check per CP, where each success allows placing one media support cube in any region's advertising box.[3] The card is discarded after all CP are spent.[3] Alternatively, a player can use CP to add issue support cubes to any issue (1 CP for the first cube, 2 CP for additional cubes).[3] The card is then discarded.[3]
* Play a Candidate Card: This can only be played if it is not exhausted.[3] It is resolved as if a normal card had been played for Campaign Points, but instead of being discarded, it is flipped to its exhausted side.[3] An opponent may spend one momentum marker to trigger the event on the card (unless preempted).[3]
* Additionally, players always collect the number of rest cubes indicated on their chosen card and place them in their Rest Cube Zone.[2]

4. Campaign Strategy Phase: Both players play cards to their Campaign Strategy Card Stack on the board.[4] On the first five turns, players must place exactly one card; on the last two turns, players must place exactly two cards.[4] Any remaining cards in hand after this must be immediately discarded.[4] During this phase, players also deposit their rest cubes from their Rest Cube Zone into the Political Capital Bag.[4]
