No, you cannot use the extra power from Orbital Defense Expert to help take control of a System. You may only apply that extra power after you have successfully taken control of a System, and it cannot be used as part of the calculation while you are trying to take control.[1] This extra power is useful for 'defending' your Systems only.[1]
