The game ends in the same round that any player reaches the 25 victory points mark.[1] Specifically, if a player reaches or passes 25 during the Action phase, the next round will be the last one, and the game ends at the end of the current round.[2] If anyone reaches 25 or more during the Expedition phase, the next round will also be the last one.[2]
In the event of a tie, the winner is determined by the following sequence:
1. The player with the most Locations in their Empire wins.[2]
2. If still tied, the winner is the player with the most Workers.[2]
3. If still tied, the winner is the player with the most cards left in their hand.[2]
4. If there is still a tie, the tied players share the victory.[2]
