You can use a Clan action pawn to perform the following:
* **Activate Action tiles:** You may place a Clan action pawn on a chosen Action tile with the unexhausted side up to perform one of five specific actions.[1][2] These actions include:
* **Populate:** Draw a single card from the top of your deck and add it to your hand.[1]
* **Construct:** Build a single Location card that requires Goods from your hand and place it into your Empire for free, without spending any Goods (note that Fields cannot be built this way).[1]
* **Harvest:** Gain Goods from a single chosen Field in your Empire (including Goods provided by upgrades).[1]
* **Move the pawn:** By spending a specific resource, you may move a Clan action pawn that was previously used to a more desirable position before using it a second time.[3][4]
