### Setup
1. Place the board in the middle of the table.[1]
2. If playing a two-player game, return two followers of each faction to the box, place two Scottish followers in Moray, two Welsh followers in Gwynedd, and two English followers in Essex, then place all remaining followers in the cloth bag.[1]
3. Randomly give each player two followers to place in front of them to form their court.[1]
4. Randomly place followers in each region so there are four followers per region (for Moray, Gwynedd, and Essex, add two more followers to the ones already placed).[1]
5. Place all remaining followers into the supply and return the cloth bag to the box.[1]
6. Give each player a negotiation disc.[1]
7. Place all control discs in the supply and all instability discs in France.[1]
8. Deal each player eight action cards: Scottish Support, Welsh Support, English Support, Negotiate, Manoeuvre, Outmanoeuvre, and two copies of Assemble (do not use cunning action cards).[1]
9. Shuffle the region cards and deal one face up next to each numbered space on the board.[1]
10. Place the victory card near the board.[1]
11. The player who most recently visited a castle is the start player.[1]
### Turns
1. Beginning with the start player and moving clockwise, players either take an action or pass.[2]
2. To take an action, play a card from your hand and resolve its effect.[2][3]
3. When resolving an action, you must carry out its effect in full if you can, or as far as possible if not.[3]
4. You cannot place or move followers into controlled regions (regions with a control disc or instability disc) when resolving an action.[3]
5. After resolving an action, place the card face up in your discard pile.[3]
6. Immediately after taking an action, you must summon a follower to your court by choosing any follower from a region (not the supply) and placing it in front of you.[3]
7. If you pass, you forfeit your turn for one round; when play returns to you, you may take an action or pass again.[2]

1. Find the contested region by locating the face-up region card in the lowest-numbered space around the board.[2]
2. Check which faction has the most followers in the contested region.[2]
3. Place a control disc for that faction in the region to indicate they control it.[2]
4. If there is a tie between factions or no factions are present, the region becomes unstable by placing an instability disc in the region.[2]
5. Return all followers in the contested region to the supply.[2]
6. Flip the region card of the contested region face down.[2]
### Ending the Game
The game ends via a Coronation or an Invasion.[2][4]
**Coronation**
1. The game ends with a coronation if the game does not end in an invasion.[4]
2. The faction with the highest number of controlled regions is the most powerful; if tied, the faction that last won a power struggle is more powerful.[5]
3. The player with the most followers of the most powerful faction in court wins (and their teammate wins if playing in teams).[5][4]
4. Tiebreakers: The player with the most followers of the second most powerful faction in court wins; if still tied, the player who first played all their action cards wins.[5][4]
**Invasion**
1. The game ends with an invasion if there are three instability discs on the board.[2]
2. The winner is the player or team with the highest number of complete sets of followers (one follower from each faction).[5][4]
3. Tiebreaker: The team that last played an action card wins.[4]
