A game of Lisboa is divided into 2 time periods, each spanning a variable number of rounds.[1] A turn consists of the following sequence:
1. Dock Your Ships.[1]
2. Either Get 1 Gold or Take an Action.[1]
* To take an action, play a card from your hand to take 1 of 4 described actions (you must be able to perform the action to take it).[2]
* You play the card into your Portfolio to take action 1 or 2.[2]
* You play the card into the Royal Court to take action 3 or 4.[2]
* To Visit a Noble (action 3), play the Noble's card from your hand to the Royal Court, place your Courtier meeple atop the card, and spend Influence.[3] You may optionally take one of the Noble's State actions without paying a good, but you must take the Noble action.[3]
* To play a Noble card into your Portfolio, receive the reward/pay the penalty, select an empty top slot or discard a card to make room, and tuck the card under your player board so the bottom portion is covered.[4] After playing, you must perform a Sell Goods or Trade with the Nobles action.[4]
* To play a Treasury card into your Portfolio, receive the indicated quantity of réis, move the Treasury marker down 1 space, select an empty bottom slot or discard a card to make room, and tuck the card under your player board so the icons are covered.[4] After playing, you must perform a Sell Goods or Trade with the Nobles action.[4]
3. Take a Political Card.[1]
4. Perform basic end of turn upkeep.[1]
The turn then passes to the player on your left.[1] The game ends when a player completes 2 sets of rubble (brown, red, blue) or 3 decks of Political cards are exhausted.[1]
