To win the game, you must collect resources and build all the Cosmic Gate components in the Blueprint before all 37 island tiles flood.[1] The game is played over a series of rounds, with each round consisting of the following four phases:
1. **Place Atlanteans**: Players place all Atlanteans from their councilor's pool onto empty spaces on the Island or Cosmic Gate board.[1] There is no turn order during this phase, and players may place them simultaneously or in any order they choose; if a dispute arises, the starting player determines the placement.[1] Each island tile (except the center tile) has a limit on how many Atlanteans it can support.[1]
