### Setup
1. Customize the Factions by choosing a starting power for each and applying the sticker to the green space on the Faction card.[1][2]
2. Destroy any remaining power cards.[1][2]
3. Customize the Resource Deck by applying up to 12 additional Coin stickers to Territory cards, ensuring no territory exceeds 3 resources before the first game.[3][2]
4. Shuffle the territory deck and place the draw pile face down.[1]
5. Place the coin cards face up.[1]
6. Turn over the top four territory cards and place them face up.[1]
7. Place red stars to the side.[1]
8. Shuffle available Scar cards and randomly deal one to each player; if there are not enough cards, no one receives one.[2]
9. Determine the first player by rolling dice; the highest roll chooses a faction first.[1]
10. Players choose factions and take the corresponding troops and HQ.[1]
11. The player who chose first takes the first turn, and selection proceeds clockwise.[1]
1 and 2. Players start with either a Red Star token (if they have not won a game previously) or one or more Missile tokens (if they have signed the victor's section).[3][2]
12. Place the chosen faction's 8 starting troops and HQ in a legal starting territory.[1]
13. Players write their name and starting territory on the back of their faction cards.[4]
### Turn Overview
Each player takes their turn using the following steps, in order:
1. Join the War or Recruit Troops.[5]
* At the start of your turn, you may turn in four Resource cards to buy one Red Star token.[5]
* If you do not control a territory (e.g., all troops were knocked out since your last turn), you must Join the War.[6]
* If you control at least one territory, you must Recruit Troops.[6]
* To Join the War, take half of your starting troops and place them in a legal starting territory.[6]
* To Recruit Troops, calculate the sum of your territories controlled and your population, then divide by 3 (round down, but no lower than 3).[6][7] Add troops gained from turning in cards.[6]
* After recruiting, place all troops into territories you control, either in one territory or spread across many.[8]
* You may also recruit troops by turning in 2 to 10 Resource icons from cards.[7]
