**Setup**
1. Resources are sorted by type to form the Bank and placed within reach of all players.[1][2]
2. Place the 9 Treasure Pirate Lairs tokens on the (skull-like rocks).[3]
3. Randomly take 9 of the 12 Treasure cards, shuffle them, and place them in a facedown pile on the right side of the Navigation Box; return the remaining 3 cards to the game box.[3]
4. Place the Combat die on the fortress.[3]
5. Each player places their ship in their color on the Port Royal space.[1][2]
6. Each player places 3 Food and 3 Doubloon tokens in two of their Holds.[1][2]
7. Each player takes the first 3 Action cards from their draw pile and holds them so they can see the possible actions.[1]
8. Each player receives a personal board representing the 5 Holds of their ship.[3]
9. Each player shuffles their Action card deck and places it facedown above their Holds to form their draw pile.[3]
10. Designate one player at random to be the Captain for the first round; they receive the Compass marker and the 2 Action dice.[1]
**Game Round**
1. The Captain rolls the Action dice.[4][5]
2. The Captain chooses the order in which they place the dice on the Navigation Box after looking at the 3 Action cards in their hand.[4][5]
3. Once the dice are placed, each player secretly chooses the card from their hand they wish to play and places it facedown across their discard pile.[4][5]
4. Players wait until everybody has chosen their card.[4]
5. The Captain flips their card over and performs both actions: first the morning action (associated with the left die/sun) and then the evening action (associated with the right die/moon).[5]
6. In turn, other players flip their cards over and perform both actions in accordance with the dice placed by the Captain.[5]
7. After all players have performed their actions, players take the first card from their draw pile to bring their hand back to 3 cards.[4][5]

**Combat**
1. When a player ends their movement on a space occupied by an opponent's ship, they must engage in combat.[6]
2. The player who lands on the occupied space is the attacker.[6]
3. The attacker starts the battle by spending as many Gunpowder tokens as they wish (if they have any).[6]
4. The attacker rolls the Combat die and adds the die value to the number of Gunpowder tokens spent to obtain their firepower.[6]
5. If the attacker rolls the star, their opponent cannot defend themselves, and the attacker wins immediately.[6]
6. The defender then has the turn to spend Gunpowder tokens if they wish and roll the Combat die to obtain their own firepower.[6]
7. If the defender rolls the star, they win the battle regardless of the attacker's firepower.[6]
8. The player with the higher firepower wins the battle; in the event of a tie, nothing happens.[6]
9. If the attacker rolls the star, they do not recover the Gunpowder they spent.[7]
10. You can force an opponent to reroll if they roll the star using the Sabre's power immediately after the die roll.[7]
**Ending the Game**
1. As soon as a player reaches Port Royal, they stop there and any remaining evening action is ignored.[7]
2. Players complete the current round, then the game is over.[7]
3. Players tally their points.[7]
4. The player with the highest score wins.[7]
5. In the event of a tie, the player furthest along in the race wins; if still tied, the tied players share the victory.[7]
