Earth Reborn is played exclusively through the use of scenarios.[1] Each scenario describes how to set up the game, build the map, and assemble the forces on each side, and defines starting positions, victory conditions, game length, and other relevant effects.[1]
**Setup**
To prepare a game, follow these steps:
1. Choose a scenario.[2]
2. Build the map as shown in the scenario's Map section, using the board frame, appropriate floor tiles, and doors.[2]
3. Decide which player will play which faction and place a Player Aid screen in front of each player.[2]
4. Find the Character cards for the Characters in play for each faction as specified in the scenario, and place them in front of each player's screen with the Healthy side facing up.[2]
5. Position the miniatures matching the Characters in play on the map according to the scenario's description and the map.[2]
6. Put all Order tiles in the cloth bag.[2]
7. Pile all Command Point (CP) / Wound doublesided counters in an area reachable by all players (the Bank).[2]
8. Follow any other setup steps listed in the specific scenario.[2]
**Turn Sequence**
Each scenario is played in a series of turns, with each turn divided into three distinct phases that must be fully completed before moving to the next:
1. The Initiative phase [2]
2. The Activation phase [2]
3. The Final phase [2]
**Drawing Order Tiles**
1. Each player secretly draws Order tiles from the cloth bag and lays them face up behind their screen until they have a total of five (5) Order tiles.[2]
2. The player with the Initiative marker draws first, followed by other players in clockwise order.[2]
3. If the bag is empty, return all Order tiles from the discard pile to the bag and resume drawing.[2]
4. For the first turn only, a player may set aside their drawn tiles and draw five new tiles from the bag if they are not satisfied (returning the initial five to the bag).[2]
5. If a player kept Order tiles from a previous turn, they only draw enough tiles to reach a total of five.[2]
