The game is played in two successive phases: the Exploration Phase and the Settlement Phase.[1]
**Exploration Phase**
1. The youngest player starts, and play progresses clockwise.[1]
2. During a turn, a player must place one of their pieces (Settler or Village) on an unoccupied space of the board.[1]
3. A player may place a Settler onto any unoccupied space in the sea, boat-side up.[1]
4. A player may place a piece (Settler or Village) on an unoccupied island space that is next to a piece they placed in a previous turn (in the sea or on land).[1]
5. When placing a piece on land, Settlers are placed land-side up.[1]
6. When a player places a piece on a space containing a Resource or Statuette, they take that item from the board and keep it.[1]
7. The Exploration Phase ends when all Resources (coconaries, bamboo, water, and precious stones) have been collected, or when all players have placed all of their Settlers and Villages on the board.[2]
8. At the end of this phase, scores are tallied and recorded on the Score Pad.[1][2]
**Settlement Phase**
1. To prepare the board, remove all Settlers, any remaining Resources and Statuettes, and any Villages on island spaces featuring a circle of stones.[3]
2. Leave any Villages on other island spaces to allow players to populate islands during this phase.[3]
3. Drop the 24 Resources and 8 Statuettes into the Linen Bag, pick them out one-by-one, and place them randomly on island spaces featuring a circle of stones.[3]
4. All players take back their Settlers, and any unused Villages are discarded to the box.[3]
5. The player to the left of the player who took the last turn during the Exploration Phase starts the Settlement Phase, and play continues clockwise.[3]
6. During their turn, players can only place Settlers on unoccupied spaces next to a piece they placed during a previous turn or a Village left over from the Exploration Phase.[3]
7. Unlike the Exploration Phase, players can only place a Settler in the sea if that sea space is next to a piece they previously played.[3]
8. The Settlement Phase ends when all Resources have been collected or when all players have placed all of their Settlers on the board.[3]
**Scoring and Winning**
1. At the end of the Settlement Phase, scores are tallied and totaled using the same rules as the Exploration Phase.[3]
2. Players add up their scores from both phases.[3]
3. The player with the highest point total wins; in the event of a tie, the player with the most Resources and Statuettes wins; otherwise, players share the victory.[3]
4. Points are awarded for:
* Islands: 20 points for pieces on all 8 islands, 10 points for 7 islands.[2]
* Links: 5 points for each island linked by a chain of pieces.[2]
* Majorities: Points indicated on the board (6, 8, or 10) for the player with the most pieces on an island; ties result in divided points.[2]
* Resources: 5 points for 2 matching Resources, 10 points for 3 matching Resources, 20 points for 4 matching Resources, and a 10-point bonus for collecting all 4 Resource Types.[4][5]
* Statuettes: 4 points for each Statuette in a player's possession.[4]
