### Setup
1. Decide which side of the board to use and place it on the table.[1]
2. Choose which theme packs to play.[1]
3. Set aside the Theme Overview card from each theme pack.[1]
4. Give each player 20 coins, a face-up yellow Gate card, a face-down grey Loan card, and a double-sided Round & Scoring Summary card.[1]
5. Place half of the remaining coins at each end of the board.[1]
6. Separate the remaining cards by the design on their backs into piles (e.g., red Park cards, green Event cards).[1]
7. Shuffle each pile separately.[1]
8. Place the red Park cards face-down on the board in the matching spot to form the Park deck.[1]
9. Place the green Event cards face-down to form the Event deck.[1]
10. Place the blue Blueprint cards face-down to form the Blueprint deck.[1]
11. Set the purple Showcase cards aside.[1]
12. Count out 4 white-and-red 'Unfair' City cards facedown into a temporary pile.[1]
### Gameplay
The game lasts 8 rounds, and each round consists of four steps: Events, Park, Guests, and Cleanup.[2]
**1. Events Step**
* Each player draws one card from the Event deck in turn order.[2]
* The starting player reveals the top card from the City deck, and each player follows its instructions in turn order.[2]
* Players take turns to play an event; during a turn, a player may play one event or pass.[3]
* You may play as many events as you like in the Events step, but only one at a time, taking turns with other players.[3]
* When playing an Event card from your hand, you must choose whether to use the top half or the bottom half, but not both.[3]
* If an event has a type (such as Intrusion, Inspection, or Injunction), announce the type and read the effect so players can block it.[3]

* Players always take three actions each round, one at a time in turn with other players.[4]
