The game is played over two different phases.[1]
**Phase 1**
1. Players alternate taking turns.[1]
2. On your turn, choose one of two options:
* Place your Cobblestone tile face up on an empty square on the board, choosing its orientation, ensuring it fully occupies just one square.[1]
* Add a building piece to your reserve by taking it from the common pool and placing it in front of you.[1]
3. If you place a tile, draw the next tile from your pile and look at it without letting your opponent see it.[1]
4. The first player to place all 8 of their tiles may pass their turns and wait for the next phase, or continue taking building pieces until the other player has placed all eight of their tiles.[1]
5. This phase ends when the last of the 16 Cobblestone tiles is placed on the board.[1]
**Phase 2**
1. Players alternate taking turns.[2] The first player to place all 8 Cobblestone tiles in Phase 1 takes the first turn in the second phase.[2]
2. On your turn, choose one of two options:
* Place one of the buildings in your reserve on the Cobblestone tiles so that it occupies only free spaces of your color or free mixed-color spaces.[2] Buildings cannot be placed on Streetlight spaces.[2] When you place a building, put one of your chimneys on top of it to show ownership.[2]
* Activate an Action postcard by choosing one of the face-up postcards next to the board and using the action shown.[2] Then, flip the card over and place one of your Action tokens on top of it to show it has been used; once used, no one can use that Action postcard again for the rest of the game.[2] Note that you may activate an Action postcard without performing its action.[2]
3. The second phase ends when neither player can place any more buildings and all 8 Action tokens have been used.[2]
**Scoring**
Once the two phases are completed, players add up their victory points:[3]
1. **Illuminated Buildings**: Multiply the size of each building by the number of Streetlights that cast light upon it.[3] A Streetlight illuminates the four spaces around it, but not diagonal spaces.[3] A Streetlight can illuminate multiple buildings, but only counts once for each building.[3] Buildings not lit by any Streetlights award no points.[3]
2. **Large/ST Building Group**: Determine the size of the largest single group of buildings (buildings form a group if they are in contact via at least one side; diagonal contact does not count).[3] Score 1 victory point for each space the largest group occupies.[3]
3. **Unbuilt Buildings**: Subtract 3 points for every building piece reserved in the first phase but not placed on the board during the second phase.[3]
4. **Action Postcards**: Check if any marked Action postcards grant additional victory points.[3]
The player with the most points wins.[3] In the event of a tie, the player with the most visible free spaces of their color on the Cobblestone tiles wins.[3]
