The game is played over 3 epochs.[1] Each epoch is divided into two phases: Phase A and Phase B.[1]
**Setup**
1. Give each player a player board.[2][3]
2. Shuffle the setup cards and deal 1 to each player, returning unused cards to the box.[2][3]
3. Give each player a reference sheet, 8 bonus tiles (2 per color), 2 gold medals, and 4 wooden markers (1 per color).[2][3]
4. Place wooden markers on the tracks of the player board at the values specified on the setup card.[2][3]
5. Gain coins from the supply equal to the value on your setup card.[2][3]
6. Separate the 25 colonies into 5 piles based on the values shown in the bottom-left corner, shuffle the piles separately, and place 1 colony per player from each pile next to the board.[4]
7. Place colonies with the coin side faceup in stacks by value.[4]
8. Place coins (denominations of 1, 5, and 10) and 10-value markers next to the board.[4]
9. Set aside the score pad.[4]
10. Determine the first player:
* In a 2-player game, the player with the lowest initiative is first for epochs I and III; give the other player 1 coin at the start of epoch I.[1]
* In a 4 or 5-player game, at the beginning of epoch I, give 1 coin to each player who will not be the first player at any point during the game.[1]
* For other player counts, the first player is determined by the lowest-value initiative on the setup card for epoch I, the second-lowest for epoch II, and the third-lowest for epoch III.[1]
11. The first player sets the wheel on the board so each player icon points to a deck.[1]
**Phase A**
1. Each player draws 2 cards from the deck their player icon is pointing at.[1]
2. Rotate the wheel clockwise so each player icon points to the next deck.[5]
3. Each player draws 2 more cards from the new deck, choosing 1 to discard and 1 to buy or sell.[5]
4. Continue turning the wheel and drawing cards until no facedown cards remain on the board.[5]
5. After all players have drawn from each deck, players resolve the following in order:
* Each player gains coins from the supply equal to their income track value.[5]
* Starting with the first player and moving clockwise, each player can take 1 colony they fulfill the requirement for (by plundering for 3 coins or integrating for 1 coin).[5]
**Phase B**
1. Players take turns choosing cards from the discard piles one at a time until no cards remain on the board.[1]
**Game End and Scoring**
The game ends after epoch III.[1][6] Players resolve final scoring by adding points from:
* Colonies (values in the bottom-right).[6]
* Carved statues.[6]
* Bonus tiles showing points.[6]
* Silver medals (half the corresponding track values).[6]
* Gold medals (7 points per set of 5 differently-colored cards).[6]
* Cards (values on each card).[6]
* Remaining coins (1 point for every 5 coins paid).[6]
The player with the most points wins; in a tie, the player with the most leftover coins wins.[6]
