To play the game, follow these steps:
**Setup**
1. Place the map in the center of the table with American side players on the south edge and British side players on the north.[1]
2. Each player chooses a faction and takes the corresponding units, Battle Dice, and cards of that faction's color.[2]
3. Populate the map areas with the corresponding colored units.[1]
4. Place additional units as required by the specific scenario.[1]
5. Place the Round Marker Pawn on space 1 of the round track on the bottom left of the map.[3][1]
6. Place all Turn Order Markers in the Draw Bag.[3][1]
7. Shuffle each faction's deck and draw a hand of three cards.[1]
**Turn Sequence**
The turn order is determined randomly by drawing a Turn Order Marker from the Draw Bag.[4] The Active Player performs the following phases in order:[4]
1. **Enlistments Phase**: The Active Player pulls Enlistment Units from his Unit Force Pool and places them in his faction's Muster Area(s).[5] If enemy units occupy a Muster Area, no units may be placed there, and the Active Player loses that turn's Enlistments and Fled Units stay in the Fled Unit Space.[5] Additionally, any of the Active Player's units located in the Fled Unit Space re-enter play by being placed in the Active Player's Muster Area(s).[5]
2. **Movement Phase**: The Active Player must play one (and only one) Movement Card.[5] Units may be moved by land or water depending on the card.[5] The Active Player may also play any Event Cards in his hand if allowed by the card.[5]
