1. Draw and reveal the top card of the Event deck, placing it face up next to the deck to form a played Events pile.[1]

2. If an Event card is drawn, the Sheriff player must move one or two Carriages one space each, as indicated by the small Carriage symbol and numeral on the card.[1] Any moving Carriage may, at the Sheriff's discretion, bring one Henchman along.[1] Carriages must move along Roads.[1]

3. Both players get an opportunity to act on each Event card in initiative order.[2]

4. The First Eligible player chooses one of three options: a Single Plot, an Event (executing the unshaded option for Robin Hood or the shaded option for the Sheriff), or Plots & Deeds (performing one Plot and then, if desired, one Deed).[2][3]

5. The First Eligible player places their eligibility cylinder in the indicated box on the Initiative track and performs their action(s).[2]

6. The Second Eligible player chooses from either of the remaining options, places their eligibility cylinder in the indicated box on the Initiative track, and performs their action(s).[2]

7. Alternatively, either player may place their eligibility cylinder in any available box on the Initiative track and pass instead of performing an action; if Robin Hood passes, he takes 1 Shilling, and if the Sheriff passes, he takes between 1 and 3 Shillings as indicated on the track boxes.[2]

8. After both players have acted or passed, place the leftmost cylinder in the First Eligible box and the other cylinder in the Second Eligible box, then draw the next card and continue play.[2]

9. If a Fortune Event is drawn, execute its text without changing the initiative order, then draw the next card and continue play.[2]

10. If a Royal Inspection card is drawn, move one Carriage as indicated on the card and then conduct a Royal Inspection Round.[4][3]

11. If King Richard's Return is drawn, a final Unrest Phase is conducted and then the game ends.[1]
