To setup the game, follow these steps:
1. Place the board on the table.[1]
2. Each player takes a set of playing pieces in a chosen colour, consisting of twelve Agent standees and six Building standees.[1]
3. Shuffle the Personality cards (no. 126-132) and deal one to each player, keeping them secret until victory conditions are met or the game ends.[1]
4. Place the remaining Personality cards to the side without revealing them.[1]
5. Each player places one of their Agents in The East End, The City, and Chelsea.[1]
6. Place a Trouble marker in each of these areas.[1]
7. Place the remaining Trouble markers beside the board.[1]
8. Place the money beside the board to form a bank.[1]
9. Each player starts with £10 (one crown and five shillings), which is public information.[1]
10. Place the four Grenadier and three New Citizen standees beside the board.[1]
11. Shuffle the Random Event deck and place it face down beside the board.[1]
12. Separate the Action cards into two decks: the grey background deck (cards no. 1-48) and the brown background deck (cards no. 49-101).[1]
13. Shuffle the brown deck and place it face down, then shuffle the grey deck and place it face down on top of the brown deck.[1]
14. Deal five cards from the top of this combined deck to each player.[1]
15. Place the City Area cards face up beside the map.[1]
16. Each player takes a Player Aid card.[1]
17. Randomly determine the first player.[1]
18. Remove the Action cards Karl Marx and Henry 'Holy' Peter from the deck.[1]
**Alternative Personalities Variant Setup:**
