1. Each player chooses a Monster and takes his figure and Monster board.[1]
2. Set your Monster's Life Points (HP) to 10 and Victory Points (VP) to 0.[1]
3. Place the Tokyo board at the center of the table, within easy access of every player.[1]
4. With 2 to 4 players: use only Tokyo City.[1]
5. With 5 to 6 players: use both Tokyo City and Tokyo Bay.[1]
6. Shuffle the cards to form a deck.[1]
7. Deal the first three cards face-up on the table next to the Tokyo board.[1]
8. Place the tokens nearby.[1]
